CASPER G. HUIZENGA
Architect, Senior Consultant
Casper G. Huizenga is a licensed architect with over 29 years of experience designing projects of diverse scales and typologies. He has extensive experience in programming and site analysis researching and documenting various site limitations such as: topography, zoning, utilities, easements, contextual considerations, traffic patterns, sunlight variations, acoustics, etc. He has schematic design experience preparing and assisting in the production of presentation drawings, material boards and models and participating in the analysis of spatial relationships and related design concepts that would best satisfy the client’s programmatic requirements.
Mr. Huizenga’s design development experience includes initiating the preparation of detailed development drawings from schematic design and engineering documents and calculating variables in accordance with building code requirements such as: numbers and sizes of exits, stair dimensions, fixtures, restrooms, and barrier free accessibility.
He also has vast experience preparing and coordinating detailed construction documents, consulting with project architects in the selection of various interior finish materials and collaborating on various projects with associated professionals such as: Civil, Electrical, Mechanical, Structural Engineers and Landscape Architects. Moreover, he has experience participating in the contractor/architect punch list verification and substantial completion inspections and regularly contributing to the analysis and resolution of conflicts pertaining to the construction documents.
Mr. Huizenga attended Iowa State University where he earned both his Master of Architecture in 1993 and Bachelor of Arts in Architecture in 1987. He is a licensed architect in New Jersey and is a member of the Environmental Building News.
VICTORIA WONG, EIT
Victoria Wong, EIT has worked within construction forensic investigations as a project manager for 5 years, developing and applying her skills in research, construction investigations and claims, and code analysis.
As a Project Manager, Ms. Wong completes building code and industry standard research, analyzes architectural drawings and construction documents, prepares expert and transition reports, establishes construction timelines based on historical construction data, and coordinates project completion, surveying, and testing. She is also experienced in completing visual and invasive inspections on multi- family buildings and single-family homes for construction deficiencies and deviations which result in water infiltration and code compliance failure.
Ms. Wong also has experience with New Jersey Land Use Law and zoning compliance as well as municipal work and site planning and development, which includes site grading, roadway and parking development, and stormwater management.
Ms. Wong attended Cornell University where she received a Bachelor of Science in Engineering in 2012. She is currently an Engineer-in-Training as well as pursuing her Masters in Engineering at Rutgers University.

RONALD A. MUELLER, CSI, CCS, CCCA
Ronald Mueller, CSI, CCS, CCCA applies his skills and experience developed over a 30+ year career in building design and construction to serve clients in need of forensic investigations and project analysis for building problems, construction claims, and remediation.
As Senior Consultant, Mr. Mueller plans and conducts building investigations, performs building code and industry standard research, analyzes construction documents and architectural drawings, prepares expert reports, develops construction details, prepares construction specifications and bid documents, and conducts construction oversight as a construction contract administrator.
A member of the Construction Specifications Institute (CSI), Mr. Mueller earned the credentials of Certified Construction Specifier, and Certified Construction Contract Administrator. Additionally, he is a member of RCI and the American Concrete Institute (ACI) and an Infraspection Institute Certified Infrared Thermographer.
With his experience and continuing education activities, Mr. Mueller applies his knowledge of building science and construction materials and methods to investigation and analysis of the building envelope as well as repairs and improvements of the buildings and structures.
MARK CABLE, AIA
Architect, Senior Consultant
Mark Cable, AIA has over 21 years of experience in architecture. He has performed extensive construction oversight of multiple disciplines in residential multifamily buildings including roofing, stucco, EIFS, vinyl and Hardi-plank siding, brick and stone veneer. He has also performed visual and invasive inspections on multi-family buildings for construction deficiencies leading to water infiltration, foundation/slab settlement, structural failures, code compliance among others.
Mr. Cable is highly experienced in AutoCAD design and drawings for repair details, fire reconstruction documents, and other reconstruction drawings such as masonry stairs and balconies. He also has extensive design specification and bid documents experience for repair work, reconstruction projects, EIFS or stucco veneers, normal maintenance projects such as re-roofing, re-siding and re-cladding facades.
Mr. Cable has maintained close working relationships between property managers, general contractors and condominium associations acting as a liaison between the three entities to achieve a satisfactory end product. He performed inspections and wrote reports for multi-family communities during transition from developer to association ownership.
Mr. Cable attended the University of Arkansas where he received a Bachelor of Architecture in 1995. He is a licensed architect in New Jersey and holds certifications from OSHA and EIFS Inspectors.
Elina Shchervinsky, AIA, LEED AP is a licensed Architect in New Jersey with over 20 years of professional experience. Her diverse career includes the design and construction of schools, medical buildings, multi-family residential, industrial, parking garages, airports, municipal buildings, warehouses, retail buildings, laboratories, restaurants, mixed-use and office buildings. The work scopes include new construction, additions, renovations, and remediation. Ms. Shchervinsky’s architectural career spans every job description from designer to project manager. She has the hands-on experience to provide technical investigations, analysis, and expert reports toward the resolution of commercial and residential, code compliance, construction claims, project delivery methods and professional liability.
Ms. Shchervinsky is highly experienced in all aspects of building design and evaluation for both residential and commercial properties. Her many areas of expertise in technical investigations, forensic analyses and reports include construction defects and material failures, building codes and specifications, architectural standard of care, errors and omissions, building and design planning, accessibility and barrier-free standards and premises safety.
Ms. Shchervinsky is proficient in AutoCAD software for design and repair details, fire reconstruction documents, and other reconstruction drawings such as facades, roofing, foundations, stairs, balconies, and decks. She also has extensive design specification, bidding, and construction administration experience.
Ms. Shchervinsky attended Pratt Institute where she received a Bachelor of Architecture degree in 1997. She is a Registered Architect and a licensed Real Estate Sales Agent in New Jersey. She is a local and national member of the American Institute of Architects (AIA) as well as a LEED Accredited Professional with the United States Green Building Council (USGBC).
ROBERT VALENTIN, PE
Engineer, Senior Consultant
Robert Valentin, PE has more than 25 years experience in the analysis and preparation of expert reports and testifying in construction claims. His vast experience in construction claims services includes: the preparation and defense of construction delay and disruption claims through the use of detailed schedule analyses techniques, providing litigation support, issue analysis, damage assessments as well as productivity analyses.
Mr. Valentin has more than 25 years experience in the management of construction projects through the use of detailed project Critical Path Method (CPM) schedules. His experience includes the development of detailed project CPM schedules identifying all facets of work, interrelationship and planned durations, the periodic updating of project schedules, and providing narratives/reports depicting progress, project impacts/delays, recovery plans and time extensions requests. Mr. Valentin also has extensive experience in the use of CPM scheduling software such as Primavera Project Planner P6 and P3, Suretrack, Claim Digger and Microsoft Project.
Claim and scheduling engagements include power plants, waste‐water treatment plants, highways, rail facilities, bridges, correctional facilities, healthcare facilities, hotels, universities, elementary and high schools, corporate officebuildings, stadiums, airports and courthouses.
Mr. Valentin graduated from the New Jersey Institute of Technology with a Bachelor of Science Degree in Mechanical Engineering in 1989.
